Bahrain brought Gulf municipal leaders together for the 29th meeting of GCC ministers responsible for municipal affairs, placing sustainable urban growth and improved public services at the centre of regional discussions. Ministers and senior officials from the six GCC member states reviewed shared priorities for modernising municipal work, strengthening cooperation and preparing cities for future environmental and development challenges. The meeting was chaired by Minister of Municipalities Affairs and Agriculture Engineer Wael bin Nasser Al Mubarak, during Bahrain’s presidency of the 46th session of the Gulf Cooperation Council. GCC Secretary-General Jassem Mohamed Albudaiwi also took part in the proceedings.
Focus on sustainable cities
Al Mubarak underlined Bahrain’s commitment to developing municipal services and supporting long-term urban sustainability. He linked the Kingdom’s efforts to the national development vision led by His Majesty King Hamad bin Isa Al Khalifa and followed up by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister.
The minister said closer coordination between GCC countries, along with the regular exchange of expertise, would help municipalities improve services and respond more effectively to changing urban needs.
Legislation and planning priorities
The meeting examined several key files, including urban environment development, the GCC Building Code, municipal laws, oversight systems and strategic urban planning. Ministers also reviewed the Joint Gulf Municipal Action Plan for 2024-2030, which aims to align municipal priorities across the region.
Participants discussed the importance of updating regulations and preparing practical guidance based on successful municipal policies and experiences in member states.
Regional initiatives reviewed
Bahrain’s role in joint Gulf projects was highlighted, including work connected to the GCC Green Requirements Guide and the GCC Building Regulations Guide. These initiatives are intended to support sustainability goals and improve standards for the built environment.
Smart city projects, municipal innovation and wider knowledge-sharing between GCC states were also on the agenda.
Recommendations and awards
Ministers approved a set of decisions and recommendations to be submitted to the GCC Supreme Council. Alongside the meeting, Al Mubarak and Albudaiwi honoured the top five winners of the sixth GCC Municipalities Award for 2025-2026, recognising achievements in municipal development and innovation.
