Supreme Council for Environment Achievements in Sustainable Development Goals

In support to the domestic and international efforts of the Kingdom of Bahrain, in the context of its full commitment to the Sustainable Development Goals (SDG) 2030 , the Supreme Council for Environment is working toward the objectives that fall within the role and responsibilities of SCE, which include:

Gole 11: Make cities and human settlements inclusive, safe, resilient and sustainable

Description

Goal 11 aims to make cities and human settlements inclusive, safe, resilient, and sustainable.Objectives

  • Target )11.6:(By 2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management.

Linking SCE to SDGs

The department directly contributes to achieving Goal 11 through:

  • Monitor air emissions by conducting quarterly sampling to ensure compliance with environmental standards and implement corrective actions in case of violations or exceedances.
  • Inspecting industrial and service facilities to ensure their compliance with environmental regulations.
  • Monitoring the quality of industrial wastewater discharged into the marine environment by controlling sources of industrial pollution and minimizing high-concentration discharges that may impact human health and the environment.
  • Implementing environmental emergency procedures and responding swiftly to pollution incidents to ensure a safe and sustainable urban environment.

Key Achievements

  • Conduct regular and comprehensive inspections of industrial and service facilities to ensure environmental compliance.
  • Working on launching an integrated environmental monitoring platform to continuously monitor industrial pollutants using the latest technologies.
  • Reducing industrial pollution levels by enforcing strict corrective measures on violators.
  • Requiring industrial facilities under the regulatory program to install continuous air emission monitoring systems on their chimneys for early warning, pollution detection, and immediate response to mitigate environmental impacts.

Goal Twelve:Ensure sustainable consumption and production patterns

Description

Goal 12 is about ensuring sustainable consumption and production patterns, which is essential to sustaining the livelihoods of present and future generations.Objectives

  • Achieve the environmentally sound management of chemicals and wastes throughout their life cycle, in accordance with agreed international frameworks, and significantly reduce their releases to air, water and soil to minimize their adverse impacts on human health and the environment.
  • Significantly reduce waste generation, through prevention, reduction, recycling and reuse
  • Encourage businesses to adopt sustainable practices

The Council’s tasks include protecting wildlife and the environment in the Kingdom, ensuring the sustainability of its components, and preserving and developing its resources for future generations.Key Achievements

  • Obligating several establishments to reduce their waste by treating it for reuse or exporting it for reuse, instead of disposing of it in landfills.
  • Obligating many establishments to operate units to treat industrial wastewater resulting from their operations and then reuse this water in their production processes.
  • Negotiating with establishments to replace their use of banned or restricted chemicals in their production processes with environmentally safe materials.

Goal Thirteen: Take urgent action to combat climate change and its impacts

Description

This goal aims to ensure effective solutions for climate change, so that progress is not hindered by this phenomenon, and that the economies of countries can thrive and adapt sustainably.Objectives

  • Implement the commitments made by the Kingdom of Bahrain under the United Nations Framework Convention on Climate Change and the Paris Agreement on Climate Change.
  • Adapt to the impacts of climate change and enhance resilience and the capacity to withstand those effects.
  • Integrate climate-related measures into national policies, strategies, and planning.

Linking SCE to SDGs

SCE seeks to enhance the Kingdom of Bahrain’s capacity to adapt and reduce greenhouse gas emissions in line with Paris Agreement. Given the comprehensive nature of climate action across all sectors, SCE collaborates with a wide range of stakeholders in both the public and private sectors.Key Achievements

In 2021, during the 26th Conference of Parties (COP26), His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, announced the Kingdom of Bahrain’s target to achieve net-zero emissions by 2060. Several ambitious objectives were set to address the challenges of climate change and environmental protection by 2035, including:

  • Reducing greenhouse gas emissions by 30%
  • Doubling the previous renewable energy target under the National Renewable Energy Action Plan (NREAP) from 10% to 20%
  • Increasing the number of mangrove trees fourfold
  • Doubling the number of trees

SCE is currently working on several projects to achieve these goals, the most significant of which include:

  • Collaborating with BAPCO Energies and the private sector on the National Energy Strategy, which aims to transition to clean energy sources in the coming years through the gradual replacement of renewable energy sources such as solar power. This strategy will significantly reduce emissions in the Kingdom of Bahrain and covers the intersections of energy use and sources across various sectors, including industry, transportation, and waste management, to ensure that reduction plans encompass all these sectors.
  • Establishing Monitoring, Reporting, and Verification (MRV) systems to periodically track greenhouse gas emissions in the Kingdom of Bahrain. This will assist in monitoring the progress of emissions reduction programs and facilitate the preparation of necessary reports for international organizations.
  • Developing a plan to implement the goal of doubling tree planting by 2035, which is being executed by distributing the specified number of trees across different time phases. This is being carried out in collaboration with the Ministry of Municipalities and Agriculture, with contributions from various sectors in the Kingdom of Bahrain.
  • Cultivating mangrove trees in specialized nurseries and then transferring the seedlings to designated sites for the development of mangrove areas. Mangroves are known to significantly reduce emissions, as their carbon absorption capacity is six times that of regular trees.
  • Preparing a National Adaptation Investment Plan (NAIP) in collaboration with the Global Green Growth Institute (GGGI), aimed at enhancing adaptive capacity and accessing climate finance.
  • Conducting a study and action plan to strengthen resilience against rising sea levels at the national level by identifying affected areas and facilities.
  • Developing the National Strategy for Integrated Water Resources Management, which includes preserving water resources and optimizing their use, contributing to achieving Goal 6 of SDGs (Clean Water and Sanitation).
  • Kingdom of Bahrain has joined several international commitments/alliances regarding climate change, including the 30by30 Global Ocean Alliance, which aims to enhance the protection of oceans and marine environments worldwide from pressures such as pollution, climate change, and overfishing. Bahrain intends to voluntarily increase the protected marine areas from 21.4% to 30% by 2030, as well as join the Global Methane Pledge, the Green Government Initiative, and the UAE’s strategic initiative to achieve climate neutrality by 2050.

Gole14: Conserve and sustainably use the oceans, seas, and marine resources for sustainable development

Description

Goal 14 is related to the conservation of oceans, seas, and marine resources and their sustainable use. Healthy oceans and seas are essential for human existence and life on Earth.Objectives

  • Target (14.1): By 2025, prevent and significantly reduce marine pollution of all kinds, in particular from land-based activities, including marine debris and nutrient pollution.
  • Target (14.3): Minimize and address the impacts of ocean acidification, including through enhanced scientific cooperation at all levels

The department’s work aligns with Goal 14 through:

  • Monitoring the quality of wastewater discharged into the marine environment from industrial activities and ensuring compliance with environmental standards.
  • Enhancing regional cooperation to protect the marine environment from oil spills.

Key Achievements

  • Enacting environmental legislation to protect the marine environment and ensure compliance with approved environmental standards, with strict enforcement of penalties for violations.
  • Adopting and implementing periodic programs to monitor the quality of wastewater discharged into the marine environment from industrial activities.
  • Coordinating with government entities to enhance oversight of industrial activities that may negatively impact the marine environment and to minimize the pollutants they generate.
